Winter Alternating Street-Side Parking
Seasonal Parking Restrictions. Winter-season, overnight, on-street parking regulations, are in effect annually December 1 through April 1, require that vehicles be parked on alternating sides of streets each day, and also prohibit any on-street parking within the Central Business District at certain times.

Residential On-Street Parking.  Outside the Central Business District, parking is permitted on the street overnight, but between 2:00 A.M. and 6:00 A.M., vehicles must be parked on the odd-numbered address-side of the street on odd-numbered dates, with the date change becoming effective each day after

Midnight, and on the even-numbered address-side of the street on even-numbered dates:

  • Odd Addresses and Odd Dates - Odd-numbered sides of the streets are those whose address numbers end with a digit that is a 1, 3, 5, 7, or 9; and odd-numbered dates are the 1st, 3rd, 5th, 7th, 9th, 11th, 13th, 15th, 17th, 19th, 21st, 23rd, 25th, 27th, 29th, or 31st days of the month.
  • Even Addresses and Even Dates - Even-numbered sides of the streets are those whose address numbers end with a digit that is a 0, 2, 4, 6, or 8; and even-numbered dates are the 2nd, 4th, 6th, 8th, 10th, 12th, 14th, 16th, 18th, 20th, 22nd, 24th, 26th, 28th, or 30th day of each month.
Downtown On-Street Parking.  Within the Central Business District zone during the winter season, vehicles cannot be parked on any street on any day between 3:00 A.M. and 5:00 A.M.  Public parking lots may be used.

Curb Lawns, Sidewalks, Curbs.  Vehicles are not permitted to be parked on curb lawns - that is, areas between sidewalks and curbs; vehicles are not permitted to be parked on unimproved areas in yards; vehicles cannot block or obstruct sidewalks; and driving over or straddling curbs is prohibited.

Penalties.  Fines for violations of these regulations range from $25 to $75.
