Bay Harbor During 2009, 34 requests for fire and emergency medical services were made to the Bay Harbor/US 31 area. The previous six years of responses are listed below.

Major Incidents
- During 2009 the following incidents were significant either in the resources required to handle the incident or they resulted in significant injury/death:
- On January 1, 2009 at approximately 8:00 p.m. units were dispatched to 220 Michigan Street for a report of smoke in an upstairs apartment. Crews entered the apartment and found a working structure fire in the attic space of the apartment. The apartment involved and the unit below was significantly damaged. The cause of this fire was due to faulty electrical wiring.
- On February 21, 2009 at approximately 5:30 p.m. units were dispatched to 602 Jennings Ave when a passerby reported fire coming from a downstairs window. Crews arrived to find a well involved fire on the first floor of a single family residence. Because of the construction and age of the home several hours were need to completely extinguish this fire. The cause was determined to be unattended candles. The home was razed and is currently a vacant lot.
- On May 28, 2009 at approximately 1:30 p.m. units were dispatched to Charlevoix Ave. for a three vehicle traffic crash with multiple injuries. Crews arrived and found two separate drivers trapped inside their vehicles. Extrication tools were used to free both drivers. A total of three people were transported for treatment.
- On June 17, 2009 at approximately 3:00 a.m. units were dispatched to 912 Spruce Street for a report of smoke in a residence. Crews arrived to find the lone occupant out of the residence, and heavy smoke coming from inside. The fire was located in the basement of the residence. Significant fire damage occurred to the basement. The remainder of the residence received smoke and heat damage. The cause of this fire was undetermined. The residence has since been repaired.
- On August 21, 2009 at approximately 4:20 p.m. units were dispatched to a tractor-trailer/car accident on US 31 near Lake Grove Road. Crews arrived to find a crash that involved: two tractor-trailers, a passenger car, and a pick up truck. The impact destroyed the pick up and caused it to catch fire. Crews extinguished the fire and removed four occupants from the pick up. The crash claimed the lives of the four occupants. Two additional drivers were transported for treatment.
Property Loss
The total dollar amount of loss from fire for 2009 was 451,150 dollars. Property loss accounted 355,150 dollars and the balance (96,000) was the value loss of contents. The last significant fire loss year was 2005, with a total loss of 615,200 dollars.
Emergency Medical Services
During 2009, 469 requests for medical assistance were answered. This represents 71 percent of the total call volume. The national average for medical response is 70 percent of the total call volume. As the only Licensed Basic Life Support –non transport agency in Emmet County arrival time on scene is before or at the same time as Allied EMS 90 percent of the time. The total medical responses for the last six years are listed below.
Fire Related Injuries/Fatalities
In 2009 there was one fire scene related injury to a fire fighter. Two civilians were also transported and treated for smoke inhalation at two separate incidents
Response Time
Response times account for the amount of time it takes a fire apparatus to arrive on scene after notification by Central Dispatch. Time includes both fire and emergency medical responses. The average response time for incidents within the original jurisdiction of the city is 3.88 minutes. The average response time for incidents to Bay Harbor/US31 area is 7.88 minutes. The recommended response time for a non-volunteer agency is 4 minutes.
Mutual Aid
During 2009, mutual aid assistance occurred at six incidents. Five were with the Resort/Bear Creek Fire Department, and one with the City of Harbor Springs.
- On January 8, 2009 assistance was given at a fire at Alfies Attic on US31 North. Personnel assisted in extinguishing this fire, along with the cities 100’ ladder truck.
- On March 21, 2009 assistance was given for a vehicle fire on East Mitchell Road near Maplewood Road. The Resort Bear Creek Fire Department was on another incident and requested assistance in extinguishing this fire.
- On March 23, 2009 assistance was given for a large barn fire on Blackbird Road. The cities 100’ ladder truck assisted at the scene, and additional crews filled tanker trucks at a city fire hydrant on Andersen Road.
- On May 7, 2009 assistance was given in filling tanker trucks from a city fire hydrant on East Mitchell Road near Hill Street for a structure fire on Foster Way Drive. The cities mobile air truck was used at the scene to refill breathing air bottles.
- On November 11, 2009 assistance was given using the cities 100’ ladder truck at a fire in a former church that had been converted into a residence in Harbor Springs.
- During 2009 mutual aid assistance was received twice. Both requests were for personnel to assist from the Resort/Bear Creek Fire Department.
Inspections
During 2009, 149 fire and life safety related complainants were generated. All hotels, public assemblies and schools received an annual fire and life safety inspection.
Also during 2009 the city adopted the 2009 edition of the International Fire Code. This was the first updated code since 1987.
Since the beginning of September the city has experienced five separate dumpster/trash fires in a localized area. All appear to have been intentionally set. In all cases, the dumpsters were located next to a building. Damage has been limited to only the dumpsters. Several leads have been investigated; however there are currently no suspects.
Fire Prevention
During 2009 all kindergarten, first, and second graders received a fire safety presentation and visit by the fire truck. There were several station tours given to various organizations throughout the year. A fire truck was also present for the annual sidewalk sales event, winter open house, spring open house, and Bay Harbor Halloween Festival.
Training
During 2009, over 700 hours of practical and classroom training was conducted. This includes two monthly training sessions, in-service training, and state sponsored training.
On April 19, 2009 a joint training session was held with seven area departments at the Michigan Maple Block Company. The purpose of this exercise was to practice moving large amounts of water by tanker truck. This system of water supply could be used to supplement the city water system for a large fire. Over a two hour period 80,000 gallons of water was transported from the River Road Sports Complex to Michigan Maple Block, averaging 650 gallons a minute.
